EPP established five Cooperative Science Centers at Minority Serving Institutions (MSIs) to advance collaborative research in the NOAA-related sciences. The first four Cooperative Science Centers were established in 2001 and the fifth Center in 2006. The Center Director and Distinguished Professor at each Center develop and lead key research projects.

The NOAA Center for Atmospheric Science (NCAS) at Howard University

Center Director: Dr. Vernon Morris
Distinguished Scientist: Dr. Tsann Yu
Partner Institutions: Jackson State University
University of Texas El Paso
University of Puerto Rico at Mayaguez

NCAS conducts research in collaboration with NOAA's National Weather Service (NWS). NCAS will produce highly educated and skilled students from underrepresented communities for research and operational careers in weather and climate prediction. NCAS graduates will have the necessary skills to contribute to the accuracy of weather and climate forecast modeling, particularly in predicting precipitation.

The NOAA Environmental Cooperative Science Center (ECSC) at Florida A&M University

Center Director: Dr. Larry Robinson
Partner Institutions: Delaware State University
Jackson State University
Morgan State University
Texas A & M Corpus Christi
University of Miami

ECSC conducts collaborative research with the NOAA National Ocean Service (NOS). Its research addresses ecological and coastal management issues at specific National Estuarine Research Reserves (NERR) and the Florida Keys National Marine Sanctuary. Its research facilitates the goal of training underrepresented minorities in the NOAA-related sciences. ECSC develops tools, including conceptual models that assess the response to coastal ecosystem and community disruptions, and create measurement programs that monitor critical system attributes, improve the scientific basis for coastal resource management, and facilitate community and outreach programs that relate the significance of coastal ecosystems to the public.

The NOAA Living Marine Resources Cooperative Science Center (LMRCSC) at the University of Maryland Eastern Shore

Center Director: Dr. Paulinus Chigbu
Distinguished Scientist: Dr. Eric May
Partner Institutions: Delaware State University
Hampton University
Savannah State University
University of Maryland Biotechnology Institute's Center of Marine Biotechnology
University of Miami

LMRCSC conducts collaborative research with the National Marine Fisheries Service (NMFS) at NOAA. The center's ecological research on marine and estuarine systems promotes research and advancement opportunities for all students who aspire to pursue careers in marine science. The Center's mission is to enhance the academic program capacities of the partner institutions, establish research programs in marine science, and generate a pool of scholars. A virtual campus that links the institutions to NOAA will accomplish this.

The NOAA Cooperative Sensing Science and Technology Center (CREST) at the City College of the City University of New York

Center Director: Dr. Reza Khanbilvardi
Distinguished Scientist: Dr. William Rossow
Partner Institutions: Lehman College
Bronx Community College
Hampton University
University of Puerto Rico Mayaguez
Bowie State University
University of Maryland Baltimore County
Columbia University

CREST conducts collaborative research with NOAA's National Environmental Satellite, Data and Information Service (NESDIS). The Center and its partners form a broad-based research team in remote sensing applied to atmospheric, environmental, and marine sciences. The Center's research and training focuses on all aspects of remote sensing; this includes sensor development, satellite remote sensing, ground-based field measurements, data processing and analysis, modeling, and forecasting.

The Interdisciplinary Scientific Environmental Technology Cooperative Science Center (ISETCSC) at North Carolina A&T State University

Center Director: Dr. Solomon Bililign
Partner Institutions: University of Alaska Southeast
California State University - Fresno
The City College of the City University of New York
Fisk University
University of North Carolina at Pembroke
North Carolina State University
University of Minnesota

ISETCSC conducts research in collaboration with NOAA's Office of Oceanic and Atmospheric Research (OAR). The mission of ISETCSC is to train students in NOAA scientific areas and to develop technology and analysis techniques of global data sets for improved understanding of climate and environmental change. ISETCSC conducts research on sensor science and sensor technology for oceanic and atmospheric applications; performs analysis of global observing systems that include numerical and physical research and analysis of hurricanes; and, develops information technology tools for data fusion, data mining and geospatial modeling and analysis.
